The Xiongan New Area Branch of the 24th China International Talent Exchange Conference is scheduled to be held in Xiongan New Area on July 8-10, 2026. To fully leverage international talent resources and precisely align with the needs of key industries and infrastructure development in Xiongan New Area and Hebei Province, we hereby issue the following notice regarding the invitation of foreign experts to attend the conference:

III. Event Details

(1) Launch Ceremony of the Xiongan New Area Branch

Leaders from the Ministry of Human Resources and Social Security (State Administration of Foreign Experts Affairs), the Chinese Academy of Sciences, and the Hebei Provincial Government, along with foreign experts and representatives from enterprises in the Beijing-Tianjin-Hebei region, will attend the ceremony. During the event, foreign experts will be briefed on the achievements of our province’s scientific and technological exchange and cooperation. Presentations will cover support policies outlined in the implementation plan for the Xiongan New Area and Shijiazhuang as key hubs of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center. Additionally, measures for the pilot program on comprehensive supporting reforms for foreign talent services and safeguards will be explained, and a list of innovative application scenarios will be released.

(2) Sub-Forum Activities

Three sub-venues will be established—the Xiongan Future City Scenario Hub, as well as venues in Shijiazhuang and Tangshan. Focusing on key industries such as biomedicine, electronic information, robotics, aerospace information, and satellite internet, as well as county-level specialty industrial clusters and scenario development needs, the events will feature presentations on advanced foreign technologies, project roadshows and promotions, and international seminars.

(3) Site Visits and Research

1. On July 9, foreign experts will be organized to visit the Xiongan New Area Start-up Zone Comprehensive Service Center, the Xiongan Science and Technology Innovation Center, and the Xiongan Human Resources Industrial Park to conduct site visits and research. The purpose is to understand the planning and construction of the Xiongan New Area and the “one-stop” comprehensive services for relocating non-capital functions from Beijing; to meet with representatives of science and technology innovation enterprises to learn about the display, trading, and commercialization of scientific and technological achievements; and to examine the operation of industrial parks and the implementation of talent services.

2. From July 10 to 11, based on the experts’ professional fields and the actual needs of enterprises, tailored inspection itineraries were designed. Participants were divided into groups to visit cities in Hebei Province, such as Shijiazhuang and Tangshan, to continue conducting enterprise research activities.
