According to the National Immigration Administration of China(NIA)’s press conference on January 28, 2026, the national immigration management sectors inspected 697 million entries and exits in 2025, a year-on-year increase of 14.2%, reaching a historical high. This included 335 million entries and exits by mainland Chinese residents, a 15.1% increase; 279 million by residents of Hong Kong, Macau, and Taiwan, a 10.1% increase; and 82.035 million by foreigners, a 26.4% increase. Among the foreigners, 30.08 million entered visa-free, accounting for 73.1% of all foreign entries, a 49.5% year-on-year increase. A total of 38.116 million vehicles (aircraft, trains, ships, and motor vehicles) were inspected, a 17% year-on-year increase, including 1.006 million aircraft, 107,000 trains, 459,000 ships, and 36.543 million motor vehicles, representing year-on-year increases of 14.5%, 5.9%, 4.9%, and 17.3%, respectively.
In 2025, national immigration management sectors focused on serving and promoting stable economic growth, better supporting "bringing in" and "going out" initiatives, and continuously deepening reforms and policy innovations in immigration management services. They continuously improved the efficiency of immigration management services, issuing 20.897 million ordinary passports, 98.538 million travel documents and endorsements for mainland residents traveling to Hong Kong, Macao, and Taiwan, 2.254 million travel permits for Hong Kong, Macao, and Taiwan residents entering the mainland, and 2.02 million visas and permits for foreigners. The NIA's government service platform provided inquiry and other government services to 185 million domestic and foreign travelers. It provided free identity verification services to 76.329 million Hong Kong, Macao, and Taiwan residents, overseas Chinese, and permanent residents. The NIA's 12367 service platform handled 7.11 million inquiries and other requests from domestic and foreign individuals, with an average satisfaction rate of 99.5%.
The NIA promotes exchanges and interactions between Chinese and foreign nationals. The pilot program for online application and issuance of entry and exit documents for mainland residents has been expanded to include more cities, bringing the total to 50. Indonesia has been added to the list of countries eligible for the 240-hour transit visa-free policy, and five ports in Guangdong have been added as applicable ports, increasing the total number of ports to 65. A visa-free policy for ASEAN tourist groups entering Xishuangbanna, Yunnan, has been implemented. In coordination with relevant departments, the number of countries with unilateral visa-free access to China has been increased to 48, and the number of countries with reciprocal visa exemption agreements has been expanded to 29, while also promoting an increase in the number of countries offering unilateral visa-free access to Chinese citizens to 28.
The NIA focuses on supporting national and regional development strategies, a series of new immigration and entry-exit management policies have been implemented to support the construction and development of key areas such as the China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone, the Shanghai Oriental Hub International Business Cooperation Zone, the Guangzhou Baiyun Airport International Business Cooperation Zone, and the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, helping to create new hubs for opening up to the outside world. More innovative, proactive, open, and effective policies and systems for attracting talent and expertise have been implemented, promoting the establishment of a comprehensive system that responds to the entire process of entry visas, stay and residence permits, permanent residency, and integration services.
