Notice of Shenzhen Science and Technology Innovation Commission (Shenzhen Bureau of Foreign Experts Affairs) on the Review and Issuance of the Confirmation Letter for Foreign High-End Talents

To whom it may concern,

According to the Notice of the State Administration of Foreign Experts Affairs, the Ministry of Foreign Affairs and the Ministry of Public Security on Issuing the Implementation Measures for Foreign Talent Visas (No. 218 [2017] of the State Administration of Foreign Experts Affairs), the Notice of the General Office of the Ministry of Science and Technology on Delegate the Authority to Examine and Approve the Confirmation Letter for High-End Talents (No. 68 [2020] of the General Office of MOST), and the unified deployment of the Department of Science and Technology of Guangdong Province (the provincial bureau of foreign experts affairs), we will carry out the examination and issuance of the Confirmation Letter for Foreign High-End Talents officially since August 1, 2020. Relevant issues are as follows:

I. Basic information of the Confirmation Letter for Foreign High-End Talents and the R visa

Issuing objects of the Confirmation Letter for Foreign High-End Talents are the scientists, science and technology leading talents, international entrepreneurs, special talents who meet the orientation of “high-levels, elites, top leaderships, and urgently-needed people” and market demands and can contribute to China’s economic and social development. Applicants shall conform to the Classification Criteria for Foreigners Working in China (Trial) - Conditions for Foreign High-end Talents (Category A). Embassies, consulates of China in foreign countries, or other institutions functioning abroad authorized by the Ministry of Foreign Affairs will issue the R visa to foreigners who get the confirmation letter.

Such visa system for foreign talents have four charactertistics:

1. It is the fastest. The processing of the Confirmation Letter for Foreign High-End Talents is compressed to 5 working days from information submitting to issuance. Foreigners holding the Confirmation Letter for Foreign High-End Talents can get the R visa within 2 working days in shortest time.

2. The validity of the visa is the longest. Validity of the R visa is 5-10 years, which is the longest in our country at present. And it is a multiple entry visa.

3. The duration of stay is the longest. Foreigners holding the R visa can stay for 180 days in China after their entry.

4. The visa provides the most preferential treatments. The spouse and underaged children of foreign high-end talents can also apply for correpsonding types of visa with the same validity and multiple entry as the R visa. Visa offices functioning abroad do not collect visa fee and emergency fee when processing the R visa.

II. Application and processing of the Confirmation Letter for Foreign High-End Talents

(I) Way of processing

The whole process is online. The employer in our city will submit the application on the Service System for Foreigners Working in China, with no need to submit paper documents.

(II) Application documents

The employer in our city will file an application, submit the application form, the invitation letter, and related proof materials conform to the confirmation standards of talents online.

(III) Issuing the Confirmation Letter for Foreign High-End Talents

For those who meet the conditions, we will issue a Confirmation Letter for Foreign High-End Talents within 5 working days online, and exchange the information to the Ministry of Foreign Affairs, the embassy or consulate of China in the local country (region) of the applicant, or other institutions functioning abroad authorized by the Ministry of Foreign Affairs. The applicant shall hold the Confirmation Letter for Foreign High-End Talents and apply for the R visa in the embassy or consulate of China abroad. (Visa application materials and requirements are subject to the information published by embassies or consulates of China abroad.)

III. Epidemic prevention and control

During epidemic prevention and control periods, employers in our city shall apply for the Confirmation Letter for Foreign High-End Talents and settle the talents down according to the unified deployment of the joint prevention and control mechanism in Shenzhen on the principle of “No entry unless necessary”.
